Rules and regulations
The top shelf Fantasy hockey league is intended for serious fantasy hockey players only. It is designed as a salarycap league first, where teams are built over the course of many seasons. Franchise owners should be actively involved in the running of their franchises at all times, which includes Healthy players in their lineups, setting active roster lineups daily, responding to emails and trade requests in a timely manner, and participating in all league events (drafts, votes, etc.). Owners are to have a long term outlook on their teams and will not leave just because they had a bad year.

1. Rosters
Each team will have 2 rosters an NHL roster and an AHL farm team. League standings are based only on the NHL roster. AHL roster is to develop young players to add to your NHL roster or trade.
1.1 NHL rosters
1.1a Your NHL roster is made up of 29 Spots and 4 IR spots. You may have less than 29 but no more than 29. IR does not count toward your roster so technically you could have 33players under your control at once.
1.1b Rosters are made up as follows
1.1c There is a 4 goalie limit max in this league
1.1d Bench can be made up of any combination of player positions as long as it does not conflict with the above. ESPN determines positions and roster size. If you don't violate the rules for ESPN rosters, then your roster is good.
1.1e When a player is placed on IR that then opens up a roster spot for a player from the farm team or free agent signing. ESPN determine IR status. When a player comes off IR a move will need to be made prior to making any other moves on ESPN as defined by the ESPN website.
1.2 AHL rosters
1.2a AHL rosters are made up of 12 players and drafted players from the previous years entry draft (see section 2 for more info on draft pick)
1.2b Rosters are made up as follows
1.2c there is a 3 goalie limit on the AHL roster. The draft pick slot does not count towards goalie numbers.

2.0 AHL team, Draft picks
2.1a AHL roster players can not exceed 90 games in the NHL. Once a player reaches the max GP he must be moved to your NHL roster or you can drop him from your AHL roster with no penalty.
2.1b If after 24 hours from the start of the players 90th game he is not moved to your NHL roster he is considered a free agent and is fair game for anyone
2.1c all AHL transactions have to be posted under the AHL transaction thread
2.1d AHL players can be moved back and forth between your rosters as long as you have the space and cap room. and does not exceed the above GP rule
2.2 Draft picks spots
2.2a a draft pick spot is any drafted players from last seasons entry draft.
2.2b Only players drafted in the previous years draft will be placed here automatically when drafted.
2.2c These spots do not count toward your cap or roster numbers until activated
2.2d draft picks need to be moved to rosters or dropped by the time of the next draft
2.2e once a player is moved he can no longer go back
2.2f If you move these picks before the season end then you follow the signing rules below
2.2g you may have as many draft pick spots as you have picks in the draft
If placed in the entry draft spots all players will not have contracts or count against the cap Until they are assigned to either the AHL or NHL team. The entry draft spot must be cleared prior to the draft the following year.

3.0 Entry draft
3.1a We will have a 2 round straight up entry draft and the order is going to be from last place finish to first place in the regular season (playoffs excluded)
3.1b Only NHL entry draft players draft on each season the we have the draft are eligible to be drafted here.
3.1c all 1st round players must be signed for $1M per season for 1 year if placed on AHL roster and if placed on NHL roster he must get $3M for 1 year all 2nd round players must be signed for $600,000 for 1 year if placed on AHL roster if they are on your NHL roster you must pay them $1,500,000
for 1 year.
3.1d At the end of their contract you will follow the resigning process to sign them and if not you will place them in the correct categories in the free agency.
3.1e Entry draft lottery
the lottery would look like this
14th. 45% - 9 Lots
13th. 25% - 5 Lots
12th. 15% - 3 Lots
11th. 5% - 1 Lot
10th. 5% - 1 Lot
9th. 5% - 1 Lot
So, here's an example
14) Buffalo makes 7- 5 lot picks
13) Tampa makes 5- 5 lot picks
12)Toronto makes 3- 5 lot picks
11) Rangers makes 1- 5 lot picks
10) Flyers makes 1- 5 lot picks
09) Blackhawks makes 1- 5 lot picks
We will be using a randomizer that will be conducted by me
So, the breakdown. Each team in order from 14th to 10th will begin picking lot's of 5 numbers from 1-100 for the lottery. 9th Place team automatically receives the last lot of numbers by default.
I.E. Team #14 picks #1-40, or #1-5,11-45 etc.
LOTS OF 5, or in simpler terms, groups of 5! 1-5, 6-10, 11-15 etc. NO 2-7 or 94-99. The second number must be divisible by 5! If it isn't, well... then it's not a lot of 5!
here is an example if your draft pick was traded then the team that has your pick will obviously pick in your place
buffalo would chose his 9 spots first
then tampa and so on

3.1f When drafted a player is automatically assumed to be placed in the entry draft spot. All players in these slots will not have contracts or count against the cap until they are assigned to either the AHL or NHL team. The player should be listed on your roster page. The entry draft spot must be cleared prior to the draft the following year. If you do not clear a player be the start of the following draft he will automatically made a free agent and subject to free agent rules.
3.1g any player not chosen in the entry draft is free to bid on in the off season bidding process or picked up as a free agent in season
3.1f you will have 24hrs to make your pick. If you miss your pick we will skip over you and you can choose a player when you are able to get on line from the available players.
future draft orders will be according to the team standings at the end of the regular season for the lottery

4.0 Contracts
4.1a the salary cap will be $95,000,000 for your whole team that's both NHL and farm combined this goes into effect May 19th
4.1bthe salary cap for your AHL roster will be $30,000,000
4.1c franchise player does not count on the cap
4.1d IR players do not count towards your cap
4.1e No one is allowed to go over the cap. If it does happen you will be notified by email and you will need to make corrections within 24 hours or a penalty will be issued as of the following
1st offense $500k
2nd offense $1 mil
3rd offense you will be replaced
Commish has the right to lengthen the time to correct as he sees fit. for maybe a simple misunderstanding of the rules.
4.1f Contracts lengths are for 1,2 or 3 years
4.1g League minimum is $500K
4.1h In season free agents are signed according their actual salary according to capgeek round to the nearest 1000
4.1i Off season free agents are signed using a bidding process described in section 6
4.1j once a players contract expires you will use a resigning process if you wish to give him a new contract see section5 for more details
4.1k At the end of each season all contracts will need to be adjusted down by 1 year 3 becomes 2, 2 becomes 1, 1 becomes 0
4.2 Franchise players
4.2a Every GM can have a player on their team as a franchise player. for the start of this league, you must designate the player before the nhl entry draft starts.
4.2b The franchise player can not be changed and can not be traded through out the season .This player will not count towards your salary cap hit. and at the end of the season you will be able to change that player to another player for the next season.
4.2c once the player is changed then normal cap rules will take affect for the former player.
example Tim Thomas has a 5 mil salary for 3 years. i franchise him for this year then his salary does not count for that year. next year his 5 mil will count toward my cap and i will have to adjust my roster accordingly.
4.2d you will have until Sept. to make those changes for all subsequent seasons.
4.2e Franchise tag is moveable during the off season until the deadline as stated above

5.0 Resigning Process
you will use this for players with no years left on their contracts that you are keeping on your NHL and AHL teams
5.1aYou can only sign a player to a contract extension at the end of his final year. If you wish to keep a player you have to sign him to the amount below, added on to his previous contract. For example, a player with a $7 million contract that scores 100 points will have a contract of $9 million the next 1, 2 or 3 years. If you do not want to re-sign a player he will become a FA
5.1b use the total regular season points or wins from NHL totals only add all total points or wins to accumulate the total amounts. If you have players on your roster that have not played in the NHL then there is no increase in their salaries. This goes for NHL and AHL teams

6.0 Free Agency
6.1a To sign a free agent you must post his name on the NHL or AHL transaction boards
6.1b You will use capgeek for all in season salaries and you must give him a 1,2,3 year contract
6.1c You must pay attention to your roster when free agency starts because if your roster is full and you sign a free agent, that last player will have to be released because your roster is already full
6.1d Players put on IR will not count towards salary cap but bench players do
remember to follow the waiver and release policy to get rid of players.
6.1e League minimum salary will be $500k as of Jan.1 2011 for any player picked up in the regular season with no capgeek salary
6.2 Off Season Free agency
effective summer of 2012
off season free agents can only be picked up from May1 till Aug 1 3pm est
Bidding Process:
6.2aYou must begin the bidding process with $500,000 per season. You must up the bid $100,000, minimum. and continue in increments of at least $100,000. no $100,001 bids if you get me
at no point should you be over the roster or cap
6.2bYou may sign a guy for 1, 2, or 3 years with the winning bid becoming that players salary.
6.2cthe higher salary amount per year wins over number of years EX. 1 year 600k wins over 2 years 500K
6.2dIf you sign a guy and you are over the cap, the league managers will remove the last guy(s) you signed in order to make your team legally fitting the salary cap.
6.2e In order to claim a free agent you must have the highest bid for a full 24 hours until you can put that player on your roster or until the bidding ends. Applies for both AHL and NHL bidding. the highest bid wins that player.
6.2fOnce you have a bid placed you can NOT remove your bid. if you do remove your bid then one of the managers will contact you and you will be fined the entire contract amount that was bid.
6.3 Release policy
6.3a All players released with 1 year contracts can just be released with no penalty and no waivers if you so choose.
6.3b there is a cap penalty of 100k per every 500k of a contract for players with 2 or 3 years left in the contract that are released. Penalty runs for the length of the contract
6.3c New buyout option: a team can buy out a player with 2 or 3 yrs left on the contract by adding the entire contract and dividing by 2. that team then has that cap penalty for the rest of the current season
example player xxx has a 3 yr contract @ 4mil 3 x 4 is 12 mil divided by 2 is 6 mil the team takes a 6 mil cap hit till the end of the season.
this buyout method freezes on March 2 no players can be dumped after this date
6.3d Any player released by a team by waivers or any other means can not be readded by normal free agent rules in that same season unless you pick him back up for the same salary. New season starts at the beginning of the off season free agent bidding process.
6.3e If a player on your roster AHL or NHL roster retires or signs in the KHL you are allowed to drop that player and the rest of his salary cap will not count on yours. no penalty

8.0 Trades
8.1a trades can be made at any time until the trade deadline
8.1b If both parties type the words "I accept" it is considered a legally binding trade and only the commissioner can over turn it.
8.1c trade can not take place till both parties have accepted.
8.1d Anyone is allowed to protest a trade just reply to that trade saying I Protest and state why and the commissioner will look into it. And possibly put it to a league majority vote
8.1e If 7 teams protest the trade then it will be overturned automatically
8.1f all trades will take affect immediately
8.1g Any player picked up in a trade, the owner assumes that players full contract
8.1h There is no trading of salary only
8.1i Draft picks and players are all tradable. If you trade a draft pick player the new owner can add that player to his draft picked player list and follows the rules stated in section 2.2

9.0 Lineups and scoring system
9.1 Player eligibility
9.1a some players do play more than one position. for the purpose of this league we will use the positions indicated in ESPN
9.1b when setting your rosters on ESPN, players eligible to play more than 1 position can be put into those positions during the course of the season
example: Semin can play LW and RW on ESPN you can use him in those positions and on your roster you may also list him as either position
9.2 Scoring Settings:

Goals, Assists, +/-, PIM, PPP, SOG, Hits, Blocks, DEF.
Goalies:
Wins, Shutouts, GAA, SV%
9.3 ESPN
the stats will be calculated on ESPN we will have our own page and all this info will have to typed in by me so don’t mess me up. once I say its over no changes till you here from me then please obey it its a lot to set this up so please be considerate
also if you make a change on the ESPN site please come to this site and update your team page. free agents, IR, Dropping players etc. remember ESPN it just a way to keep track of the stats the actual league is run here please follow our rules. or you will be replaced.
All moves should be posted on this site first before you make the move on ESPN

10.0 Awards
10.1a A special plastic Trophy will be awarded to the winner for that owner to keep for bragging rights for a full season.
10.1b The owner is expected to mail that trophy to the following years winner
10.1c each years winner will right the team name and date along the bottom next to the previous winner
10.1d awards will be given to the winners of each category on ESPN and listed on the top shelf web site

11.0 Misc rules
11.1 As this is fantasy hockey real life trades are not to affect our rosters. If a players gets traded to your team in real life you do not get that player the roster you started with is the roster you have. we are using end of 2009-2010 rosters as our base.
11.2 If a player on your roster AHL or NHL roster retires or signs in the KHL you are allowed to drop that player and the rest of his salary cap will not count on yours. no penalty.
11.3 You can not trade salary for any reason.
11.4 rosters will freeze at midnight of the last regular season game. Only moves allowed will be from farm to NHL team and vice versa
11.4 Future Off season dates to remember
Scheduled dates will be announced each year.

6.1a To sign a free agent you must post his name on the NHL or AHL transaction boards
6.1b You will use capgeek for all in season salaries and you must give him a 1,2,3 year contract
6.1c You must pay attention to your roster when free agency starts because if your roster is full and you sign a free agent, that last player will have to be released because your roster is already full
6.1d Players put on IR will not count towards salary cap but bench players do
remember to follow the waiver and release policy to get rid of players.
6.1e League minimum salary will be $500k as of Jan.1 2011 for any player picked up in the regular season with no capgeek salary
6.2 Off Season Free agency
effective summer of 2012
off season free agents can only be picked up from May1 till Aug 1 3pm est
Bidding Process:
6.2aYou must begin the bidding process with $500,000 per season. You must up the bid $100,000, minimum. and continue in increments of at least $100,000. no $100,001 bids if you get me
at no point should you be over the roster or cap
6.2bYou may sign a guy for 1, 2, or 3 years with the winning bid becoming that players salary.
6.2c
6.2dIf you sign a guy and you are over the cap, the league managers will remove the last guy(s) you signed in order to make your team legally fitting the salary cap.
6.2e In order to claim a free agent you must have the highest bid for a full 24 hours until you can put that player on your roster or until the bidding ends. Applies for both AHL and NHL bidding. the highest bid wins that player.
6.2fOnce you have a bid placed you can NOT remove your bid. if you do remove your bid then one of the managers will contact you and you will be fined the entire contract amount that was bid.
6.3 Release policy
6.3a All players released with 1 year contracts can just be released with no penalty and no waivers if you so choose.
6.3b there is a cap penalty of 100k per every 500k of a contract for players with 2 or 3 years left in the contract that are released. Penalty runs for the length of the contract

6.3c New buyout option: a team can buy out a player with 2 or 3 yrs left on the contract by adding the entire contract and dividing by 2. that team then has that cap penalty for the rest of the current season
example player xxx has a 3 yr contract @ 4mil 3 x 4 is 12 mil divided by 2 is 6 mil the team takes a 6 mil cap hit till the end of the season.
this buyout method freezes on March 2 no players can be dumped after this date
6.3d Any player released by a team by waivers or any other means can not be readded by normal free agent rules in that same season unless you pick him back up for the same salary. New season starts at the beginning of the off season free agent bidding process.
6.3e If a player on your roster AHL or NHL roster retires or signs in the KHL you are allowed to drop that player and the rest of his salary cap will not count on yours. no penalty

8.0 Trades
8.1a trades can be made at any time until the trade deadline
8.1b If both parties type the words "I accept" it is considered a legally binding trade and only the commissioner can over turn it.
8.1c trade can not take place till both parties have accepted.
8.1d Anyone is allowed to protest a trade just reply to that trade saying I Protest and state why and the commissioner will look into it. And possibly put it to a league majority vote
8.1e If 7 teams protest the trade then it will be overturned automatically
8.1f all trades will take affect immediately
8.1g Any player picked up in a trade, the owner assumes that players full contract
8.1h There is no trading of salary only
8.1i Draft picks and players are all tradable. If you trade a draft pick player the new owner can add that player to his draft picked player list and follows the rules stated in section 2.2

9.0 Lineups and scoring system
9.1 Player eligibility
9.1a some players do play more than one position. for the purpose of this league we will use the positions indicated in ESPN
9.1b when setting your rosters on ESPN, players eligible to play more than 1 position can be put into those positions during the course of the season
example: Semin can play LW and RW on ESPN you can use him in those positions and on your roster you may also list him as either position

the stats will be calculated on ESPN we will have our own page and all this info will have to typed in by me so don’t mess me up. once I say its over no changes till you here from me then please obey it its a lot to set this up so please be considerate
also if you make a change on the ESPN site please come to this site and update your team page. free agents, IR, Dropping players etc. remember ESPN it just a way to keep track of the stats the actual league is run here please follow our rules. or you will be replaced.
All moves should be posted on this site first before you make the move on ESPN

10.0 Awards
10.1a A special plastic Trophy will be awarded to the winner for that owner to keep for bragging rights for a full season.
10.1b The owner is expected to mail that trophy to the following years winner
10.1c each years winner will right the team name and date along the bottom next to the previous winner
10.1d awards will be given to the winners of each category on ESPN and listed on the top shelf web site

11.0 Misc rules
11.1 As this is fantasy hockey real life trades are not to affect our rosters. If a players gets traded to your team in real life you do not get that player the roster you started with is the roster you have. we are using end of 2009-2010 rosters as our base.
11.2 If a player on your roster AHL or NHL roster retires or signs in the KHL you are allowed to drop that player and the rest of his salary cap will not count on yours. no penalty.
11.3 You can not trade salary for any reason.
11.4 rosters will freeze at midnight of the last regular season game. Only moves allowed will be from farm to NHL team and vice versa
11.4 Future Off season dates to remember
Scheduled dates will be announced each year.
All rules are subject to change but no major changes will be made without a majority vote. I may tweak things as we go along to clarify rules and close loopholes so please be aware
